Inserting a picture into Excel is easy. Getting it to behave — to sit inside a cell, sort with the row it belongs to, and not slide across the sheet when someone filters — is the part that generates the questions.

Why a pasted picture floats above the grid
By default, an image in Excel is not in a cell at all. It is an object on a drawing layer that sits over the worksheet, positioned above the grid rather than within it. That single fact explains every complaint about images in Excel: they do not sort with their rows, they do not filter, they overlap when rows are hidden, and they drift when columns are resized.
Excel offers a partial fix in the image's Format Picture → Size & Properties → Properties panel: Move and size with cells. That makes the picture track the cell it overlaps when rows and columns change size — better than nothing, and still not the same as being in the cell. Sorting still leaves it behind.
Putting a picture actually in a cell
Recent versions of Excel added the thing everyone wanted: images that are cell values rather than floating objects. In Microsoft 365 and Excel for the web, use Insert → Pictures → Place in Cell.
A picture placed this way behaves like any other value. It sorts with its row, filters with it, moves when the cell moves, and can be referenced by a formula. This is what you want for a product catalogue, an asset register, a staff list or anything where each row has an image belonging to it.
If your Excel does not offer Place in Cell, it is an older version — the option does not exist before it, and no setting enables it.
The older method that still works
On an older Excel, the workable approach is to insert normally and then constrain the image.
Insert → Pictures, place the image roughly where it belongs, then drag its handles so it fits inside the cell boundaries with a small margin. Right-click → Format Picture → Size & Properties → Properties, and choose Move and size with cells. Holding Alt while dragging or resizing snaps the image to the cell grid, which is the trick that makes this quick rather than fiddly.
It is a workaround and it behaves like one under sorting. For a list that will be sorted or filtered, either upgrade or keep the images in a separate column of hyperlinks instead.
Sizing rows and columns first
Set the row height and column width before inserting anything. Excel does not resize cells to fit an image, so inserting first and adjusting afterwards means repositioning every picture.
A practical starting point for a catalogue is a row height around 80 to 100 points and a column width that gives a roughly square cell. Compress the images first, too: a spreadsheet with two hundred full-resolution phone photos in it becomes enormous and slow. Resize them to about 400 pixels before inserting, and the file stays workable.
Excel also has its own compression: select an image, then Picture Format → Compress Pictures, and untick "Apply only to this picture" to hit the whole workbook.
Getting the data out of a picture instead
The other half of this question is the reverse: you have a photograph or a screenshot of a table and you want the numbers in cells.
Excel has a built-in feature for it — Data → From Picture in Microsoft 365 and the mobile apps. It uploads the image to Microsoft's service for recognition, which is worth knowing if the table is confidential.
